Better than Arcanite Reaper?
I've been shot an email from Vaelin saying that as we count down for BlizzCon, there's a new mace which you can get from the spoils bag quest in Silithus:

While Warrior mace spec isn't very attractive due to diminishing returns on stuns, this looks to be a godly Pally weapon with such a slow speed and high max damage. Some are saying it's better than the Arcanite Reaper.Check it out further on Allakhazam or Thottbot.

you actually want the fastest weapon speed now (with max damage). as of patch 1.8, all weapon damage calculations are based off of a standard number for the different classes of weapons (2h, daggers, everything else). You probably want a faster weapon so that it hits more. If you have 2 weapons with the same damage range and stats but one is a 3.3 sec and one is a 3.8 sec, you now want the 3.3 sec weapon.
Crap I want that. Well, that and a good fast 1-hander for tanking.

That calculation mostly effects Warrior and Rogues. Not as much, Paladins.
The rationale behind a Paladin having a slow weapon is to maximize the Seal of Command. Because SoC is a proc per minute, the slower a weapon, the better chance any particular blow triggers the SoC. Then SoC will provide the larger number.
The fix you're referring to affects Heroic Strike and Mortal Strike (and the rogue skills but I don't know them) more because they do not proc.
Elderin is correct. The changes in 1.8 only affected instant attacks. Seal of Command still operates on a Proc-Per-Minute system. As such, it's still best for Paladins to go for the slowest weapon with the highest max damage possible (assuming you have and use SoC).
The "normalized attack power" for certain instant attacks effects the majority of instants but not all. It's easier to list exceptions: claw, ghostly strike, riposte, stormstrike, and I'm sure I'm missing others. Though SoC is not technically "an instant strike" it behaves a lot like one.
Anyway this is an awesome mace. 3.90 speed? I thought the max was 3.80 but guess not. How does the extra .10 speed compare to the str bonus on TUF?
