You can ignore the "SotC stealth nerf" thread, as it was posted a day later after some testing.
Apparently, due to the Haste effect changes, SotC is acting a little more like pre 1.4 SotC - that is, it isn't reducing base weapon damage all that much, but is still increasing speed and AP resulting in perhaps an average 20-30 dps increase. It's pretty crazy. It's not as powerful as pre-1.4 SotC (which destroyed everyone and made me very happy to be a Pally at level 30 something) but it does actually make the seal viable.
Against a mail/plate wearers SoC is still superior, but against a clothie (assuming you are careful) SotC can actually be MORE effective - clothies are casters, more attacks interrupt casting, as well as dealing a lot of damage due to low mitigation.
Additionally, this SotC "stealth buff" or "accidental buff" or "mis-perceieved buff" might allow Paladins to melee more effectively in raids. Any DPS is good DPS on non-AoE mobs. Consider: using a 2hr is the best way to deal damage, and with the 40% increase to speed, it is both easier to heal (FoL 1.5s, Herald of Woe adjusted 2.4 speed for a total of 3.9 speed instead of 4.9 speed) and no swing reset on Cleanse, as well as easier judgement refreshes.
This potential "bug" is a boon to raiding Paladins. I know that (if I wasn't going away for 3.5 months) I would make it a point to melee EVERY boss fifght that wasn't AoE, just to show that Paladins can do more than heal, at least nowadays. =D

I use SoR right now..it's OK. I kinda miss the burst provided by SoC, but it's decent for damage.
This would put SotC nearly on par with the other damage seal as far as overall dps. All of them will have their own flavor, though:
SoC- burst
SoR- steady, non-mitigated holy
SotC- quick, mitigated white
